How is Irradiance Data Calculated at Each Timestamp? Interpolation vs. Averaging Methods

I'm trying to understand how irradiance data (and other weather metrics) are derived at each timestamp in typical datasets. Specifically:

​​Data Generation Method​​:
Are these values obtained through instantaneous interpolation of meteorological source data (e.g., satellite/station measurements), or are they averaged over surrounding time windows?

​​Temporal Directionality​​:
For averaged data, does the calculation use only preceding data (causal), succeeding data (non-causal), or both?

Are there fundamental methodological differences between historical data and forecasting data?
